Project-Based Partnership: Central Oregon Intergovernmental Council

Central Oregon Intergovernmental Council

SCYP is entering a new project-based partnership with the Central Oregon Intergovernmental Council (COIC). COIC is a Council of Governments and federally designated Economic Development District established in 1972 to support regional collaboration, economic development, and community resilience across Central Oregon. Student projects will help support a data-based, coordinated, and region-scale Transportation Safety and Community Outreach Plan to influence safe driving behaviors.

Serving Crook, Deschutes, and Jefferson counties, as well as the Confederated Tribes of Warm Springs, COIC brings together local governments, businesses, and community partners to address shared challenges and advance regional priorities. COIC provides a broad range of services including workforce development, small business support, community and economic planning, and public transportation through Cascades East Transit. By fostering intergovernmental cooperation and delivering practical, place-based solutions, COIC plays a critical role in strengthening the long-term vitality and livability of the region.

This SCYP and Central Oregon Intergovernmental Council (COIC) partnership is possible in part due to support from U.S. Senators Ron Wyden and Jeff Merkley, as well as former Congressman Peter DeFazio, who secured federal funding for SCYP through Congressionally Directed Spending. With additional funding from the partner, the partnership will allow UO students and faculty to study and make recommendations on city-identified projects and issues.
